There are eight towers, each holding a faction leader and their partner Pal, from Zoe and Grizzbolt at level 10 up to Auri and Shaolong at level 68. Every fight is a five-minute timer for up to four players, and beating the last tower unlocks Hard Mode on the earlier seven.
Bring the counter element, not the strongest Pal. Five minutes, or you die. Bosses cannot be caught. Hard Mode unlocks on the earlier seven towers once you beat the Azure Covenant Tower.

Elements, weaknesses and counters
Element multipliers are 2× strong and 0.5× weak, with no immunities, plus a 20% bonus for attacking with a Pal of the same element as the move. Dual-type bosses carry both of their elements' weaknesses.

The five-minute limit is a DPS check, and human faction leaders are damaged by your gun rather than by type advantage. Bring the best firearm and ammunition you own; the counter Pal is there to handle the partner Pal's half of the health bar.
The rules of a tower fight

Hard Mode, and why we are not giving you its levels
Hard Mode exists, and the 1.0 update changed its unlock requirement to defeating the boss in the Azure Covenant Tower — the level 68 one. Both of our sources agree on that much.
They do not agree on the levels, and the gap is not small:

Our read is that the higher ladder is the likelier one. A flat level 55 for a mode gated behind a level 68 boss would mean Hard Mode is easier than the fight that unlocks it, which makes no sense; and 55 sits suspiciously close to the pre-1.0 level 65 cap, which is what stale data would look like. The 72–80 ladder fits the current level 80 cap and the unlock gate.
But that is reasoning, not evidence. Neither source is version-stamped per row, so we are showing you both rather than picking one and presenting it as fact. If you have run Hard Mode on 1.0.3, the levels you saw would settle it.
Tower by tower
1. Zoe and Grizzbolt — Lv10
The tutorial wall. Grizzbolt is Electric, so a Ground Pal doubles your damage, and its telegraphed beam attacks are avoidable by circling rather than trading. Most players clear it around level 15–20 with a decent early gun.
2. Lily and Lyleen — Lv20
Lyleen is Grass, weak to both Fire and Ice. Lily fights at range and the arena is open, so a mount to close distance matters more here than in tower one.
3. Axel and Orserk — Lv30
Orserk is Dragon and Electric, so it takes double from Ice and from Ground. That is the widest counter window of any tower — bring whichever of the two you actually have levelled.
4. Marcus and Faleris — Lv40
Faleris is Fire and flies. Water is the counter, and a Pal that can hit an airborne target is worth more than raw damage here.
5. Victor and Shadowbeak — Lv50
Shadowbeak is Dark, weak to Dragon. This is the difficulty step where equipment quality starts to decide the fight rather than tactics.
6. Saya and Selyne — Lv55
Selyne is Dark and Neutral, so Dragon covers the Dark half and Dark covers the Neutral half — one of the few fights where bringing two different counters genuinely pays.
7. Bjorn and Bastigor — Lv60 (Feybreak)
Bastigor is Ice, so Fire is the answer. Feybreak Tower sits at (-1294, -1669), deep in the endgame island.
8. Auri and Shaolong — Lv68, Hard Mode 80
Shaolong is Dragon and Water, weak to Ice and Electric. Defeating this pair is what unlocks Hard Mode on the other seven towers. Both of our sources agree its own Hard Mode version sits at level 80, making it the hardest tower encounter in the game.
Dr. Brawn is not a tower boss
Dr. Brawn is a randomly appearing civilian NPC — a hooded figure in white and gold robes — who can turn up almost anywhere on the Palpagos Islands. He offers to run experiments on your Pals, which randomly change their stats and passive skills for better or worse.
He is not a faction leader, has no tower and no partner Pal. If you accept his offer, treat it as a gamble on a Pal you can afford to lose.
Preparation checklist
- Level a counter-element Pal to at least the tower's level, then enhance it at the Statue of Power.
- Carry the best gun and ammo you can craft — the human half of each pair is a pure DPS race.
- Bring healing and status-cure items; five minutes leaves no room to retreat and recover.
- Save Hard Mode for after the Azure Covenant Tower; you cannot access it before then anyway.
What to do next
- Move on to raid bosses once the towers are clear.
- Farm alphas and field bosses for the counter Pals listed above.
