One Pal solves seeds: Vaelet on a Ranch produces Tomato, Wheat, Potato, Carrot, Onion and Lettuce Seeds. Everything else — merchants, drops — is how you get your first three of each to build the Plantation.
Every Plantation costs 3 seeds, once. Buy those 3 from the Caravan Leader, build it, and you never need that seed again. Ranch a Vaelet if you want the rest for free.

Both databases agree on every recipe above. Note the Aquatic Pal Fluids requirement from the Tomato Plantation onward — three of the five Plantations need it, and it is a more common blocker than the seeds themselves.

Vaelet is the only Ranch Pal in the game that produces any seed. Its food cost of 5 ties it with Sibelyx for the most expensive Ranch Pal to keep, so a Berry Plantation should come first.

30 and 40 Gold for Tomato and Lettuce Seeds, against 200 everywhere else, is a large enough gap that it may be a different column on the source table rather than a real bargain. Reported as printed, treat as unverified — but it costs nothing to check the vendor.
Buying is almost always correct for your first Plantation. 300 Gold for three Wheat Seeds is trivial next to hunting for a 50% drop.
Which Pals drop which seeds
The two main community databases publish substantially different seed drop lists — for several seeds only one or two Pals overlap between them. Neither can be dismissed, so both lists are given in full. If a Pal appears on both, it is the safe bet.

Souffline is the only Wheat Seed dropper both sources agree on, which makes it the one to hunt if you would rather not spend 100 Gold.

Onion Seeds are the cleanest case — both sources agree that the Broncherry line drops 1–2 at 100%, so that is a genuinely reliable farm.

Clovee and Gumoss are agreed and both are low-level, which is why the Berry Plantation is the easiest of the five to unlock. No Ranch Pal produces Berry Seeds.

Seeds weigh essentially nothing, so there is no reason not to buy a stack when a merchant has them in stock.
Neither database states which island or region the seed-dropping Pals or the seed merchants are found in. The Caravan Leader and Wandering Merchants travel, and Duneshelter and Fisherman's Point are settlements on the Palpagos Islands, but per-Pal habitat for seed droppers is not published.
